"The responsibilty of conducting a free and fair and incident free elections lies with the administrative and police officials and they will be made fully accountable for any lapse, laxity and irregularity," Chief Election Commissioner N Gopalaswamy said here while chairing a meeting of senior officials convened to assess poll preparations in 43 districts going to polls in the first four phases in the state.

"The EC is keeping a strict eye on all incidents in the state like a watch dog. So don't be under any wrong impression," the CEC told them.

He said the work of preparation of at least 90 per cent of the Photo Identity Cards must be completed within the stipulated time limit.

"Anything less than this will not be acceptable," he said citing the example of Punjab where 95 per cent Cards were distributed before the recent Assembly polls.

Gopalaswamy directed the officials to prepare a check list of works of the Returning Officers, Sector Officers and Presiding Officers and a micro-management plan for smooth conduct of the elections.

He also directed for preparing a communication plan for every polling centre besides a district security plan' for every district.
