"The political future of the Congress in the municipal polls depends much on the fine print of the MPD-2021. Dikshit wanted to ensure that all issues related to sealings, demolitions and unauthorised colonies are met properly," said sources.

Dikshit is also understood to have apprised Reddy on the urgent need to regularise unauthorised colonies, an issue which the DDA authority has referred to the Urban Development Ministry for final decision.

The Delhi Government has started chalking out a strategy to decide on the land that can be marked as belonging to the government where around 1500 unauthorised settlements had come up in the last several years.

Delhi Ministers at a Cabinet meeting held yesterday voiced different opinion on the issue with some ministers insisting that in cases where the government has already paid compensation to encroachers should be categorised as government land.

Another section of ministers opined that a small time penalty should be uniformly imposed on all the colonies, irresepective of the nature of the land.

"It was also felt that all colonies should be regularised in one go as was done by former Prime Minister Indira Gandhi in 1976-77," sources said.
