South and North Korea resumed high-level dialogue Monday for the first time in 10 months hoping to get bilateral ties back on track, Xinhua reports.
Officials from both sides started their two-day meeting in North Korea's border city of Kaesong Monday, the South Korean Yonhap news agency said.
Prior to the talks, South Korean officials said they hoped the talks would lead to strengthening bilateral relations.
"I hope that the talks could serve as an occasion to further develop inter-Korean relations by a notch," South Korea's chief delegate and Vice Unification Minister Rhee Bong-jo said.
Officials from the two sides last held talks in July 2004. Pyongyang had broken off contact angered by Seoul secretly airlifting more than 460 North Korean refugees from Vietnam.
