India offers cheaper petroleum products to Pakistan

India has offered to supply 325,000 tonnes of diesel at concessional rates to Pakistan from its refinery at Panipat from October this year.

The export will depend on Pakistan agreeing to lift the ban on import of petroleum and petrochemical products from India, a matter that would be raised when Petroleum Minister Mani Shankar Aiyar meets Pakistan Commerce Minister Humayun Akhtar.



India is keen to export diesel from the Indian Oil Corporation (IndianOil) refinery at Panipat in Haryana from October to March and has offered to do so at rates which "should be more favourable even compared to the concessional rates at which Pakistan is getting supplies from Kuwait," official sources said.

"Aiyar will be requesting the Pakistan commerce minister to remove the petroleum and petrochemical products from the negative list, paving the way for the export of 325,000 tonnes of diesel and, possibly at a later date, petrochemicals like purified terephthalic acid (PTA) used for polyester fibre and linear alkyl benzene (LAB) used for detergents," the sources said.

IndianOil currently imports crude for processing and manufacture of diesel, which makes it cheaper than product imports. IndianOil is also studying plans for setting up another refinery at Bathinda in nearby Punjab, which would also provide scope for additional exports to Pakistan.

Aiyar is here for the first ministerial level bilateral talks on the proposed Iran gas pipeline that is expected to conclude Monday with the issue of a joint communiqué.

With Pakistan President Pervez Musharraf expected back Monday evening after official visits to the United Arab Emirates and Qatar to explore possibilities of gas supplies, the India-Pakistan joint communiqué may be released only Tuesday.

During talks with Pakistan Commerce Minister Amanullah Khan Jadoon, Aiyar would also explore possibilities of a long-term diesel supply to Pakistan via a pipeline from Panipat.

Pakistan currently imports around 4.5 million tones of diesel annually.

Chief executives of Indian Oil Corporation (IndianOil) and GAIL (India) Ltd are here along with Aiyar to explore investment and joint cooperation prospects.
